In order to tackle climate change needs, the government proposed the carbon dioxide discharge of China per unit GDP in 2020 should lower to 40% and 45% of the goal in 2005, while currently the China industrial energy consumption accounts for 70% of the total energy consumption. For the sake of achieving the goal, the government has released a series of policies to promote the achievement of China energy saving and emission reduction goal.

During the period of “Eleventh Five-year” Plan period, the total output value of energy saving industry continues to increase, with an annual growth of more than 60%. At the end of “Eleventh Five-year” Plan period, the total output value of energy saving service industry was 83.629 billion Yuan.
